Cannabis legalization task force tables final report

The good news is the nine-member federal task force tasked with telling Trudeau the best way to move forward with the legalization of recreational cannabis has been finished their final report.The bad news is it will be a few more days or even weeks until their recommendations are made public.“Our report is now being translated, and will be provided to Ministers and the public once it is available in both official languages,” wrote task force chair Anne McLellan and vice-chair Mark Ware in a prepared statement announcing the completion of the project. “Translation is expected to be complete in mid-December. The final report will then be received by Ministers and posted online at”

The Task Force on Cannabis Legalization and Regulation was created by the ministers of justice, public safety and health last summer to consult with Canadians and give advice on how to meet the Liberal government’s promise to legalize and regulate cannabis. They received nearly 30,000 responses to an online questionnaires and almost met with representatives of provincial and territorial governments.

Experts consulted included researchers and academics, medical patients and their advocates, cannabis consumers, chiefs of police and fire departments, municipal and local government officials, as well as numerous industry, professional and health associations. Indigenous experts, representative organizations, governments and elders were also consulted, including the expert roundtables, bilateral meetings and an Indigenous people’s roundtable.

The group led by former Toronto police chief Bill Blair – which also included University of Victoria professor Susan Boyd, former Vancouver city councilor George Chow, Superintendent Marlene Jesso, B.C. Provincial Health Officer Perry Kendall, former RCMP drugs and organized crime specialist Rafik Souccar and addictions expert Catherine Zahn –  visited Colorado and Washington states, two of the first U.S. states where cannabis use is legal, as well as speaking with representatives from Uruguay, which so far is the only nation to have a regulatory system for legal access to cannabis.

Raids of Dispensaries continue across Canada

Store front raids continue across Canada, as many police forces refuse to take a wait and see attitude to pending cannabis legalization.

In April two new dispensaries were raided on Vancouver Island, one in Victoria and one on Nanaimo.

Three marijuana dispensaries were raided in Toronto in August, as detailed in articles by the CBC and the Toronto Star. It was heartening to see one of the stores open a day later, however potential criminal record on the part of the owners of these stores endangers their ability to continue in the Cannabis business even if legalization leads to store front dispensaries being the norm across Canada—and that’s if the financial strain of losing their stock, all cash on hand in the store, and substantial legal bills doesn’t drive them out of business and possibly into bankruptcy.

And just today, November 4th, Ottawa police coordinated to raid 6 dispensaries, only weeks after Ottawa Chief of Police Charles Bordeleau said that he’s encouraging city councillors to ask residents to only “file legitimate complaints regarding a dispensary.”

Here at BudXpress we stand in solidarity with dispensary owners. We believe that these raids should stop until legalization is addressed. If a store is selling to minors then we understand enforcement action being taken. UPDATE: Canada Post Strike Averted—Changes to our service during a Canada Post lockout

UPDATE: As of September 1st 2016 Canada Post has entered into a one year deal with the CUPW averting any threat of a strike and delivery disruptions.

In the event that Canada Post locks out their workers, or the union goes on strike, your orders with BudXpress will be affected as follows:

  • We will only be able to ship to urban areas – you can contact us, or check the Purolator and FedEx websites to see if they deliver to your address
  • Orders CANNOT ship to P.O. Boxes, only to actual addresses.
    Boxes through services like MailBoxes Plus, or the UPS Store can still receive deliveries.
  • Free Shipping will now apply for orders valued at $275 and above, NOT $175
  • NO SHIPPING WILL BE AVAILABLE TO NORTHERN CANADA – this includes urban areas unfortunately
  • There may be potential courier delays

Pending Canada Post Strike – How it affects your orders

With Canada Post employees set to potentially strike beginning as soon as July 2nd, BudXpress has set about finding other means of delivery to ensure that our clients are still able to get the products they need and want.

Toronto Dispensary Raids

BudXpress was sorry to hear about the Toronto dispensary raids and the resulting charges that were laid. With the exception of one instance, where the Toronto Police also seized a substantial amount of cocaine, this appears to be a heavy handed action that serves no one well, except for the big business, health Canada approved suppliers.

It’s unfortunate that while we wait for the law to change, patients and enthusiasts will be denied access to the variety of products that they’ve come to be able to expect.

We are happy to stand with the dispensaries, and happy to serve the needs of those who aren’t able to access them now because of those raids.
